The article examines Russia’s New Energy Policy (NEP) and its impact on Northeast Asian security and the development of the
Russian Far East. In contrast to analyses highlighting competition between China and Japan for Russian resources, to the contrary
it is argued here that greater cooperation among consumer states in Northeast Asia would be beneficial for Russia. Although
the NEP has resulted in changes in the composition of foreign investors in Russian energy projects, the author suggests that
Moscow is interested in multinational cooperation in the energy sector because it would help diversify the regional energy
market and contribute to the development of the Russian Far East and eastern Siberia.
Sergey Sevastyanov is a Professor of Political Science at the Department of International Economics, and a Director of the International Studies Centre of the Vladivostok State University of Economics and Service (VSUES), Vladivostok, Russia. From 2003 till 2006 he served as VSUES Vice-President for International Programs. By training he is specialized on international relations. His research interests include East Asia’s regionalism focusing on multilateral cooperation models in economics and security. At VSUES he teaches a study course on International Organizations for Economic and Security Cooperation. From August 2006 till May 2007 he was a Fulbright Professor teaching International Relations at the University of Louisville, Kentucky, USA. The notice and comment rulemaking process is a fundamental part of how agencies write regulations. While this process is starting
to receive more empirical attention, the question of how the number of comments that an agency receives affects its decision-making
process has received little examination. This paper uses Boolean analysis to examine nine rules from two agencies at the Department
of Health and Human Services and evaluates the impact of a high volume of comments on agency changes to proposed rules and
the time an agency takes to finalize a proposed rule. These nine cases suggest that agencies are most likely to change their
proposals when they receive a high volume of comments on highly complex rules that are not very politically salient. Highly
complex rules are also likely to take a long time to finalize when there are many public comments however it is often other
factors that cause a long delay between proposed and final rules.

The present study examines how exposure to relational aggression at school is associated with adolescents’ perceptions of,
and participation in, a hostile school environment. Participants were 1,335 African American and European American adolescents
in grades 7 through 12 (52% female, 49% African American). Results indicate that exposure to relational aggression is associated
with several components of adolescents’ perceptions of the school climate. Adolescents exposed to high levels of relational
aggression perceived their school to be less safe, and were less pleased with the general social atmosphere at school. Moreover,
for males, but not females, exposure to relational aggression was associated with carrying a weapon to school. Implications
and suggestions for future research are discussed in terms of working toward safer school environments for adolescents.

Research on protest and social movements has undergone a process of consolidation. However, it has lost visibility in Germany where it was in full bloom in the late 1980s and early 1990s. A review of recent scholarship shows that the analysis of protest and the concept of “social movement” is vital to understand both politics emerging “from below” and the dynamics of political processes. While having a purpose in life has been theorized as a developmental asset, the extent to which adolescents cultivate a meaningful
sense of direction is not well understood. In the present study, cluster analysis was used to classify adolescents by levels
of purpose exploration and commitment. The sample (N = 318; 55% female) consisted of youth aged 14–18 and was predominantly White/non-Hispanic (76.3%). Results supported four
meaningful yet distinguishable profiles of youth purpose that are largely consistent with theories on identity formation:
Achieved, Foreclosed, Uncommitted, and Diffused. Hypothesized linkages with affect and hope were established across the profiles
such that positive emotions and goal-directed thinking were most apparent among Achieved and Foreclosed youth and least apparent
among Diffused and Uncommitted youth. Overall, findings demonstrate the inherent complexity in adolescents’ engagement with
purpose and suggest a correspondence between stronger commitments to purpose and youths’ sense of personal agency and well-being. 相似文献

Early access to the papers of the Fulton committee of 1966–8 and to the still unpublished oral evidence that the committee received, which has been Officially granted to the author, enables the contribution of its Management Consultancy Group to be studied fully for the first time, that study being complemented by interviews with the surviving members of the committee, its secretariat, and of the group. The article argues that the group was innovative in that, by means of its report, and through such impact as it had upon the Fulton committee and its report, it put the adoption of the bat private sector management practice into a prominent place on the Fabian socialist agenda for civil service reform and, hence, added an extra dimension to the Fabians' traditional concern about greater efficiency. 相似文献

Extracurricular activities provide a key context for youth development, and participation has been linked with positive developmental
outcomes. Using data from the 4-H Study of Positive Youth Development (PYD), this study explored how the intentional self
regulation ability of youth interacted with participation in extracurricular activities to affect PYD among adolescents living
in neighborhoods with relatively low ecological assets. In total, 545 youth were included in the study (50.3% female). Most
of the youth were European American (41%) or Latino (37%; African American, 10%; Asian American, 7%; Native American, 4%;
and other, 1%). In general, youth with the greatest capacity to self regulate benefitted the most, as compared to their peers
with less capacity to self regulate, from involvement in extracurricular activities. Consistent with a developmental systems
perspective, and specifically with bioecological theory, the findings from this study confirmed that, within lower asset settings,
children with the most positive person-level factors (intentional self regulation) benefit the most from proximal processes
such as extracurricular activity involvement. 相似文献
